Summary: Add bytes reconstructed and in-progress EC reconstruction
metrics on datanodes

ECReconstructionMetrics only counts reconstruction tasks and failures
(blockGroupReconstructionTotal, reconstructionTotal and their failure
counters). There is no way to see how much data is being rebuilt or how much
work is in flight.
Add:
* Bytes reconstructed (counter), to derive EC rebuild throughput.
* Number of reconstruction tasks in progress (gauge).
* Reconstruction task latency.
