## What changes were proposed in this pull request? `OmTestManagers` starts OM with the S3 gRPC server enabled, but none of its callers use it. Each OM stop then spends about 4 seconds in `GrpcOzoneManagerServer#stop`, waiting for two Netty event loop groups to shut down gracefully. This PR disables the server in `OmTestManagers` with `setIfUnset`, like `MiniOzoneCluster.setDefaultConfigs()`.
