## What changes were proposed in this pull request? The StoragePolicy feature branch isn't compliant with the ZDU framework because it modifies the now frozen `OMLayoutFeature`. This PR ensures compliance by moving `OMLayoutFeature.BUCKET_STORAGE_POLICY_SUPPORT` to `OzoneManagerVersion.STORAGE_POLICY_SUPPORT`. It also fixes behaviour of CreateBucket calls to not pass any storagePolicy by default from the client to OM, so that OM can handle default value assignment. ## What is the link to the Apache JIRA https://issues.apache.org/jira/browse/HDDS-17527 ## How was this patch tested?
