## What changes were proposed in this pull request? in our production , we found the statemachine of om and scm is closed by ratis(statemachine.close() is called by statemachineUpdater), but om and scm is still alive , which can only provide web UI service. this jira shuts om and scm down when their statemachine is closed，so that the administrator of the ozone cluster can detect this situation in time ## What is the link to the Apache JIRA https://issues.apache.org/jira/browse/HDDS-6141 ## How was this patch tested? no need -- This is an automated message from the Apache Git Service.
