@adoroszlai thanks for the review! since `cluster.restartStorageContainerManager` will call `scm.stop()`, which will eventually call `ratisServer.getSCMStateMachine().close();`. if we terminate scm when its statemachine is cloesd, `TestSCMSnapshot` will fail since the cluster will be terminated. so in this patch , it is better to handle omStatemachie. i will create another jira for scmStatemachine to slove this issue -- This is an automated message from the Apache Git Service.
