## What changes were proposed in this pull request? Due to some cases, the deleted block transactions are not executed successfully on the Datanodes. The Ozone might consider these blocks be missing or the owner datanode of these blocks be non-exist after the maximum times of retrying. The fact that these datanodes could be somehow blocked and not working so well, but they do exist. No matter whether the datanodes work normally or not, these block txns retry counts had already been set to -1 and never could be restored by the ozone self. Thus we suggest adding a new CLI to trigger/renew these retry counts.
