Thanks @xBis7 for the changes to the s3g fair call queue to properly
identity the rpc user for the requests.
Can we not reuse the `static OzoneManager.setS3Auth `and
`OzoneManager.getS3Auth` for the `OzoneIdentityProvider.makeIdentity`
`getS3Auth`? Is it necessary to redefine the thread local in the
`OzoneManagerProtocolServerSideTranslatorPB.java`?
Also, it looks like an integration test in the CI stopped the green
workflow. Check to see if unrelated.
