We've also seen findbugs being triggered in apparently unrelated files (https://github.com/apache/ozone/pull/4506#issuecomment-1495435499), and the problem persisted even after the PR was merged, until fixed by another PR. I would guess this may be caused by findbugs working on compiled bytecode, not on sources.
