Adding a metric for the number of containers where we fail to send a delete,
replication or reconstruction due to the throttling. This will give some
visibility into how often throttling is occurring.
New metrics are:
ecReconstructionCmdsDeferredTotal
deleteContainerCmdsDeferredTotal
replicateContainerCmdsDeferredTotal
