## What changes were proposed in this pull request?
- Add a new logger to the datanode to track container state changes. See
design doc attached to jira.
- This includes the reason a container was marked unhealthy.
- Allow container scanners to report specific errors encountered while
scanning.
- [ ] (WIP) Log4j config update to make the container log write to its own
file by default.

WIP
- [x] Scanner integration tests updated to check that the correct scan
response is logged for each failure.
- [x] Existing scanner tests pass.
