Summary: Snapshot chain corruption should not fail OM restart

Currently, OM restart fails, if snapshot chain reconstruction fails during the
OM start up.
We need to revisit this and see if it is worth failing the whole snapshot in
that case. Or provide some was to at least start up the OM so that it can serve
the request on active DB.
