## What changes were proposed in this pull request? Introduce a new CI check to verify all third-party dependencies have acceptable licenses. The script is not complete by any means, i.e. not all allowed licenses are enumerated. If a new dependency causes failure, and the license is allowed, developers should simply tweak the script. https://issues.apache.org/jira/browse/HDDS-9703 ## How was this patch tested?
