Review Comment:
Is it really the case that "Unknown License" is allowed?

Review Comment:
What is "Go License"? I found https://go.dev/LICENSE but it is a 3-Clause
BSD.

Review Comment:
The page https://www.apache.org/legal/resolved.html does not mention that it
is allowed except for the Java 9 javadoc. Are you sure it is okay?
