In `cleanup()`, We iterate over `pendingEvictionList` to remove entries from `dbMap` with `dbMap.remove`(Take a lock). We cannot change that order. I don't think we need that level of atomicity to increase and decrease reference count while holding `dbMap` lock. Please let me know what are your thoughts on this?
