### Purpose
Add the API contracts for partition archive support
- Add `StorageType` for standard/archive/cold archive targets.
- Add default `FileIO` archive, restore, and unarchive methods.
### Tests
`mvn -pl paimon-common -Pfast-build -Dtest=FileIOTest test`
