Review Comment:
   LGTM. For now, since the Arrow fix has landed on master but has not yet been 
released on the release branch, we plan to keep this PR as-is and not support 
it for the time being. Later, we can update arrow.patch to temporarily 
cherry-pick the fix onto the current Arrow 17 we are using, so that Rust-based 
file can read it correctly.
