Range Bitmap indexes could be read, but append writes ignored their
configuration. Generate these indexes during ordinary append writes to enable
range predicate pruning on new files.

- Add a Java-compatible Range Bitmap V1 writer and chunk-size validation.
- Reuse existing embedded and sidecar index handling.

124 file-index tests passed with fulltext,vortex, covering Java payload
compatibility, chunk boundaries, append lifecycle, and range pruning.
Formatting, license headers, and workspace Clippy passed.

No public API changes. Uses the existing Java V1 format. Range-bitmap
options are now validated and applied during append writes.
