   ## Purpose
   
   The generated native dependency license reports were checked into the 
repository but were not included in the assembled Java JAR or Python wheels. 
That leaves the binary artifacts published for 0.3.0 without the legal files 
that describe their bundled Rust/native dependencies.
   
   ## Changes
   
   - copy the generated multi-platform legal resources into the Java release 
JAR after Maven's default remote-resource generation;
   - package the target-specific `LICENSE`, `NOTICE`, and 
`THIRD-PARTY-LICENSES.html` beside the Python native library;
   - verify assembled JAR/wheel legal content, native payloads, target 
identity, wheel filename/internal tags, and the complete four-platform wheel 
set before upload/publish;
   - make missing wheel artifacts fail closed and apply the same JAR verifier 
to the local Nexus staging path;
   - document the ASF binding-vote threshold and cover the release workflow 
contracts with tests.
   
   ## Validation
   
   - `cargo test --release --workspace`: 518 passed
   - `cargo clippy --all-targets --workspace -- -D warnings`: passed
   - `python -m pytest -q tools/tests`: 166 passed
   - `bash tools/tests/deploy_java_staging_test.sh`: 4 passed
   - `python3 tools/dependencies.py check`: passed
   - `python3 tools/generate_license_reports.py --check`: passed
   - `python3 tools/check_license_headers.py`: passed
   - actual release-profile JAR build plus `verify_release_artifacts.py java`: 
passed
   - actual isolated PEP 517 wheel build plus `verify_release_artifacts.py 
python`: passed
   - `git diff --check`: passed
