   ## Summary
   
   - extend native row-position slice and shard planning from Data Evolution to 
ordinary append tables
   - assign append positions after statistics pruning and split packing, while 
preserving Data Evolution global row-id semantics
   - encode stable global row IDs for row-tracked append tables and split-local 
physical positions otherwise
   - filter unselected files while preserving deletion-file alignment and split 
metadata
   - apply positional distribution before limit pushdown and support combined 
incremental delta scans
   - document the API and add Python binding plus Rust structural coverage
   
   ## Tests
   
   - cargo fmt --all
   - cargo clippy -p paimon --lib --tests -- -D warnings
   - cargo test -p paimon --lib (2964 passed, 6 ignored)
   - cargo test -p paimon --test scan_planning_parity_test --test
