   ### Purpose
   
   Allow Python continuous streaming to keep physical changelog frames on the 
native plan and native read path. The existing binding only exposed combined 
APPEND delta planning.
   
   ### Brief change log
   
   - Add IncrementalScan::plan_combined for delta, changelog, and auto modes 
while rejecting diff plans that require before/after split pairs.
   - Add an optional mode argument to Python ReadBuilder.new_incremental_scan, 
preserving delta as the default.
   - Preserve physical changelog files, streaming split metadata, snapshot IDs, 
predicates, projections, and row kinds.
   - Update the Python type stub and binding documentation.
   
   ### Tests
   
   - cargo test -p paimon --test incremental_batch_scan_test
   - cargo test -p paimon --lib (2993 passed, 6 ignored)
   - cargo clippy -p paimon --lib --tests -- -D warnings
   - cargo clippy -p pypaimon_rust --all-targets -- -D warnings
   - bindings/python: 96 test_read.py cases passed
   
   ### API and Format
   
   Adds IncrementalScan::plan_combined and an optional mode parameter to the 
Python binding. The existing two-argument call remains source compatible. No 
storage format change.
   
   ### Documentation
   
   Documents delta, changelog, and auto combined scans and the diff-mode 
limitation.
