## Summary Java does not publish a changelog manifest for a normal OVERWRITE commit, so streaming readers skip it by default. Python was publishing the input changelog for OVERWRITE and consequently reading the commit as a changelog follow-up. - Do not generate unreferenced changelog files for Python overwrite writes. - Do not attach supplied changelog entries to an OVERWRITE snapshot at commit time, matching Java. - Replace the old overwrite-changelog expectation with tests for snapshot metadata, streaming skip behavior, and the next APPEND still producing a changelog.
