Addressed all three, and rebased so the native-reader change is gone from this PR: 1. The rebase dropped the `native_plan.py` edit — master's `_resolved_schema_json` already forwards every table option to Rust, so the `blob-as-descriptor` override still flows and the guard tests stay green. This PR is now only `where_parser` + tests. 2. DATE/TIME drop `fromisoformat` (3.7+) for `strptime`/regex, exercised on the 3.6/3.7 lane (`tests/py36/where_literal_cast_test.py`). 3. A TIME literal with an offset (`12:30:00+01:00`) now raises `ValueError`. DECIMAL(38, 2): `quantize` now runs in a context sized to the column precision, so the integer-form literal matches the stored scale-2 value (`test_high_precision_decimal_integer_literal_matches`). -- This is an automated message from the Apache Git Service.
