Reviewed head `dd61e06` for production. This fixes a user-visible row-format read error: TIMESTAMP(0) was interpreted 1000x too late, while TIMESTAMP(7–9) was interpreted 1000x too early. The conversion now matches the Arrow unit selected by precision, including Java's `nano_of_milli` wire field; no persisted format changes. Local `test_format_row_reader_writer.py` passed (29 tests), including the new round-trip and hand-built nanosecond wire cases. `git diff --check` passed, and the full Python CI matrix (3.6.15 through 3.13, Native CI, and compatibility checks) is green. I found no production blocker. The earlier conflict report should be rechecked by GitHub before merge; its mergeability API currently reports `UNKNOWN`. -- This is an automated message from the Apache Git Service.
