   `decode_text_chunk` failed the whole scan with `DataInvalid` whenever a CSV
   row's field count did not match the schema. Java `CsvParser` reads under the
   default `csv.mode=permissive`: it pads missing trailing columns with null and
   drops extra fields, so it never fails on field count. Our behavior rejected
   files Java reads fine — reading a table after ADD COLUMN (old files carry one
   fewer column), or any externally produced CSV that omits an optional trailing
   column or carries an extra one. Pad short rows with null and truncate long 
ones
   to match, and cover it with a ragged-row read test.
