   ### Purpose
   
   pypaimon's `FileType.is_mutable` only knew `EARLIEST` and `LATEST`, so the 
local block cache (`CachingFileIO`, `local-cache.*`) could keep serving files 
that are rewritten in place under a stable path. This aligns it with Java's 
`FileType.isMutable`, including the additions in #10342:
   
   - `_SUCCESS`, `consumer-`, `service-` and `tag-` files are mutable, as in 
Java.
   - Temp files (`.{name}.{uuid}.tmp`) are always mutable: they are renamed 
away once written and never read back under their own path.
   - The Iceberg-compatible `version-hint.text` and `retire-pending`, rewritten 
in place, are mutable.
   - `local-cache.whitelist` accepts `*` for all file types.
   
   Related: #10342 (Java).
   
   ### Tests
   
   `file_type_test.py`: 12 new cases (mutable and immutable names, temp-like 
names that are not temp files, whitelist parsing with `*`, unknown values); 30 
passed. `caching_file_io_test.py` passes unchanged.
