### Purpose Ports #9400 to pypaimon: `RESTCatalog.policy_management()` with `list_policies`, `create_policy` and `drop_policy`, plus the row-filter and column-mask policy models in `pypaimon.management`. Validation, wire shapes and error mapping follow the Java classes. Payload limits count UTF-8 bytes. The drop request matches the policy type case-sensitively, as Jackson does. Only a `POLICY` conflict raises `PolicyAlreadyExistException`, and `ignore_if_not_exists` ignores only a missing policy. ### Tests Ports `PolicyManagementJsonTest` and `RESTPolicyManagementTest`, plus cases pinning the Java string semantics above. -- This is an automated message from the Apache Git Service.
