URL: https://github.com/apache/paimon/pull/10843

   ### Purpose

Temporal alignment fetches currently construct one Range per distinct row ID
and a Python dictionary entry per returned row. Replace these per-row objects
with columnar range construction and result mapping.

Build exact contiguous ranges from sorted unique IDs. Locate requested rows
with NumPy searchsorted, sorting returned IDs only when necessary, then restore
request order with Arrow take. Preserve repeated requests, duplicate/missing-ID
checks, snapshot selection, projections and authorization wrappers. Empty NumPy
requests are supported.

This is an independently reviewable part of the temporal alignment
optimization. It does not change batch defaults, merge across unrequested gaps
or add Rust kernels.

   ### Tests

   - Temporal alignment suite: 82 passed, 163 subtests passed.
   - Added coverage for sorted/unsorted returned IDs, repeated requests, signed
int64 boundary IDs, empty input, null/duplicate/missing IDs and exact ranges.
   - Complete-output validation against deterministic expected values: 300,000
aligned rows from 500 synthetic episodes.
   - Flake8 with repository configuration and git diff --check passed.
