Upgrade Arrow Rust from 58.4.0 to 59.3.2 across core, CLI, FFI, and JNI. Refresh Cargo.lock, dependency inventories, and platform-specific third-party license reports to match the resolved dependencies. Validation: - Rust workspace tests: 529 passed; both Java/Python interop read-back tests also passed. - Java tests on JDK 8: 91 passed. - Python tests, including packaging: 65 passed using a temporary virtual environment with the required build dependency. - cargo fmt, workspace Clippy with warnings denied, dependency license checks, generated report freshness, and binary legal inventory checks passed.
