### Purpose SQL supports reading and managing branches, but creation requires the Core API. ### Brief change log Add `sys.create_branch` for schema-only and tag-based branches from non-REST main FileStore tables, reusing Core behavior. Support `ignore_if_exists` and reject invalid names and unsupported sources before writing. ### Tests 99 SQL tests (`TZ=UTC`) and 5 Core tests passed. Rust 1.98.0 formatting and scoped Clippy passed. ### API and Format Adds a SQL procedure.
