Review Comment:
You mean `rowGroupIdxOut++`? Yes, it is required for moving the reader to
the next block. I can rewrite the code like this if it is easier to read:
```
if (rowsToWrite > 0 || (block.getRowCount() == writtenFromBlock)) {
if (rowGroupIdxR == blocks.size()) {
inputFiles.poll();
rowGroupIdxR = 0;
} else {
rowGroupIdxR++;
}

}
```
