Assuming we start with a single region hosting all the rows that start with
id_1. If many rows are inserted with the same id_1, but random id_2 eventually
the region hosting the rows for id_1 will split into two regions. Now since you
are writing rows with the same id_1 but random id_2 the writes should hit two
regions and so on.
However if you were writing rows with the same id_1 and an always increasing
id_2 even if the initial single region splits all you writes would go to a
single region which would lead to hotspotting.
