[~gjacoby] and I think this happens because the alter index rebuild deletes the
index rows first. This leaves delete markers with higher timestamps than the
data table row timestamps. When the index table rows are rebuilt, they inherit
the timestamps from the data table rows. So, these index rows that are rebuilt
are not visible because of more recent delete markers.
