I have the same concern as Geoffrey about writing unverified index rows at 
ts-1. Won't that mask the index rows written at ts-1?

As for timing of this change, if we don't ship it in the very first release, it 
would force us to handle the v0 and v1 ordering of index writes very carefully 
during upgrades (and rollbacks too). Might want to think harder and decide 
sooner.
