[~gjacoby] as per offline discussions with Lars and Jacob, we will be pushing
the SYSTEM.CATALOG related changes (addition of columns) for view-TTL as part
of 4.15.0, subject to various tests to make sure it does not break anything for
older clients.
The actual view-TTL feature will go in 4.15.1/.2 based on timelines. This was
decided to prevent hacks around adding columns for SYSCAT later in a patch
release or to prevent having to wait until 4.16 is out.
Moving fixVersion back to 4.15.0
