I would agree with [~gjacoby] on the point that it would be most appropriate to
introduce the changes in 4.16. Since that gives us the flexibility of
introducing late-breaking changes to the schema is needed.
However not sure what is the overhead of releasing a minor vs patch. And are we
ok with it.?
As for the feature testing of view ttl, that effort does not change much either
way.
