[~mnpoonia] - there's a known bug where if a split happens in the data table,
some rows don't get rebuilt but the job still succeeds. This is a temporary
workaround to at least make the job fail so operators know to retry.
Best long-term solution would be to fix the bug, with auto-retries being the
second-best option. But this patch is still a definite improvement on current
behavior.
