Idea is to include the comparison logic on UngroupedAggregatedRegionObserver so
that we avoid using phoenix query with IN clause which is a lot more time
consuming than performing the comparison on server side, where we can have
index and data table key available to compare the row. At this point, we are
concerned about data transfer between client and server. WDYT?
