[~apurtell] what we discussed earlier this week.
I still think it would be immensely powerful if we could ship Phoenix
distribution that has tiny compat jars for the specific versions of HBase.
Also note that for the client jar, the HBase versions do not have to match
exactly - the HBase-1.x client will work with any HBase server >= 1.x. So we
*could* ship at least a single Phoenix 4 distribution and build the client with
earliest HBase version we want to support (1.3?)
