* LICENSE looks incorrect. should just cover the phoenix-thirdparty repo.
since that's just relocated guava for now, probably it just needs ALv2 license.
* nit: the shaded-guava pom should have the hbase derived comments cleaned up
* nit: the rat exclusions in the parent pom are overly broad.
