[~elserj] - it's a port of existing logic in 4.x from PHOENIX-4277. Tephra
overloads the HBase timestamps to make them nanoseconds; the logic is basically
saying "if the timestamp is super-high, that means Tephra's running this Scan,
so don't mess with how HBase treats delete markers."
