On further testing, the the tests runs both on my MacOS laptop, and on my
Fedora linux desktop, but hang both on the ASF nodes under docker, and in a
Ubuntu Bionic image.
The minicluster seems to get initialized, but it never gets around to actually
connecting from the test code.
The problem seems to be either with downloading the older Phoenix copies, or
starting/running them.
