I've put up https://github.com/apache/phoenix/pull/1078 that synchronizes the 
HTU manipulation, and avoids shutting down a JVM global Phoenix object from a 
background thread.

I think that this patch is safe, but we'll need to see if this fixes the 
problem.
A few Yetus runs should be able to confirm it.
