I think there are few other improvements we could do like calling 
freeResourcesIfBeyondThreshold() in tests that are not extending 
ParallelStatsDisabledIT or ParallelStatsEnabledIT, mostly we can cover by 
providing AfterClass in BaseUniqueNamesOwnClusterIT.

Moreover, we might also want to consider ThreadLocal based map in BaseTest. 
Every IT test when initializes HBaseTestingUtility instance, we can map it with 
current thread and getUtility() in BaseTest should retrieve from this map.
