Review Comment:
   I would say keep all the tests in the same class. If you want to move tests 
from ServerMetadataCacheTest to this class, I am fine too. Both the tests are 
starting mini cluster, adding PhoenixRegionServerEndpoint co proc and testing 
some behavior. Hope this helps.
