Sorry, I misinterpreted the link :facepalm:
Still, the javadoc on `BehaviorChangeConfiguration` talks about intentions,
but I was looking for something the described the process of maintaining these
flags... basically what we discussed in this thread. Do you think the new
annotation might be a good place for describing this process?
