The location for snapshots should be
https://dist.apache.org/repos/dist/dev/ratis/
[~maobaolong], just have uploaded to
https://dist.apache.org/repos/dist/dev/ratis/snapshots/2.3.0-96b5c92-SNAPSHOT/
. Please check.
