Let me try to explain a little better. This is moving all of the dependencies
that Ratis relies on into their own module which is _only_ those dependencies.
So, we pull all of that out of ratis-proto-shaded.
The goal is that we can just make a trivial release of that artifact whenever
we want to revisit dependencies, separating that from the "core" of Ratis.
As such – we also can make the decision whether we keep this as sub-directory
in ratis.git or I can request a second git repository to host this module.
