[~swagle] Thanks for working on this! The changes look good to me. I think we
can call notifyLeader for follower as well. Whenever a server changes to
follower state, StateMachine#notifyLeader can be called to inform the server
state machine about leader election. We can also include the leaderId in the
function argument. This information can be used in ozone to inform about leader
change for a pipeline. We can change the api name accordingly.
