Clean up should be based on the change-id that Namenode plug-in has processed.
when ever namenode plug-in requests for delta updates, it sends a request
asking, for for updates beyond a particular change-id.
This change-id should be persisted when ever there is update request from
namenode plug-in. When it is time for clean-up this persisted value should be
used to decide which which data stays.
