This is a subtask of the Metadata Driven Column Masking to allow for multiple
pluggable attribute providers, broadcast transports and other parts of the MDCM
to be implemented. It is done in prep for future commits of the MDCM in the
next week or two that will make use of it. In an effort to keep the commits
stand alone and easily reviewable this is a fairly independent part that can be
looked and and implemented against, even outside of MDCM.
